1、公布房源。各区收储机构公布已签订收储合同并移交的房屋信息。

2、摇号分配。取得公租房租赁资格的人员(含单位)根据房屋信息，自行选择拟租用房屋，并携带公租房资格审批表、申请人有效证件到区收储机构报名登记。一套房屋有2位及以上申请人同时报名的，由区收储机构采取抽签方式确定配租资格。

3、登记看房。取得公租房配租资格的人员(含单位)持有效证件到收储房源所在区收储机构实名登记看房，并限定只能看其申请的房屋。

4、签订《公租房租赁合同》。对所看房屋及租金无异议的承租人，在规定时限内，到指定地点与房屋所在区收储机构签订《公租房租赁合同》，过期取消配租资格。

《公共租赁住房管理办法》第二十四条公共租赁住房的所有权人及其委托的运营单位应当负责公共租赁住房及其配套设施的维修养护，确保公共租赁住房的正常使用。

政府投资的公共租赁住房维修养护费用主要通过公共租赁住房租金收入以及配套商业服务设施租金收入解决，不足部分由财政预算安排解决;社会力量投资建设的公共租赁住房维修养护费用由所有权人及其委托的运营单位承担。

第二十五条　公共租赁住房的所有权人及其委托的运营单位不得改变公共租赁住房的保障性住房性质、用途及其配套设施的规划用途。

第二十六条　承租人不得擅自装修所承租公共租赁住房。确需装修的，应当取得公共租赁住房的所有权人或其委托的运营单位同意。
